Andrew,

I've just replaced my third 3A fuse on the House (#2 position) battery lead. Nothing in the ON position but the fuse keeps blowing. My understanding is: this is just the monitoring lead showing the level on each of the three batteries, House, Engine & Thrusters. If for monitoring voltage level only, why is it fused? To help me debug, what else is fed off this lead that would account for the excess current drain? I don't want to replace it with a 5A unless I am certain it wouldn't do harm. Any insights would be helpful.

Before putting in a bigger fuse, I would suggest testing the wire with a meter to make sure it is not shorted to ground. A dead short from a worn or broken wire will blow the fuse instantly. If it works for a while but still blows repeatedly, you might have a bad wire that shorts with movement. You will want to rule out the possibility of a short before increasing the fuse rating, or you could be creating a fire hazard.
 
Ditto what YukonRon said, plus I would check the wire gauge and make sure the fuse size does not exceed what is necessary for the gauge wire you are protecting.
