The USB outlets located on the port side and in the V-berth of my vessel are not providing a charge. Both appear "lit" in blue. Is there a common fuse I should check or do you have any other suggestions? The USB outlet at the helm is working normally. Thanks in advance.

It is odd that both of the outlets are lit but are not supplying charging power. Have you tried using other charging cords to see if they work?

On our boat there are only two wires - a positive and a negative - on those outlet modules. I don't recall where the wiring is actually fused on our '21 R27OB, but the wiring schematic shows the port and v-berth sockets are on separate 5 amp fuses in Fuse Block C.

If your boat is the same as ours, you can access the port socket wiring by prying up the cup holder above the socket ( a thin putty knife works well for this). You can reach in to the cup holder hole to unscrew the retaining ring and the socket will pull out of the hole. From there, you can check the voltage and do other troubleshooting.

These suggestions are very helpful! Thanks.

If the light is lit up on the USB outlet then you have power. My next suggestion would be to make sure you are testing all the different outlets with the same USB cord, sometimes those can fail.
Other than that it sounds like two of your USB outlets have failed. Which might mean something was plugged into them that caused them to fail or you just had the unfortunate luck of two faulty units.
