R27 ob. Gap into bilge under cabin door

My boat has a gap between the cabin sole and the aft cabin bulkhead, between the cabin door fiberglass frame and sole. You can certainly get fingers in, and it's open to the bilge. Is it supposed to be sealed? With fuel tank and Genset in the bilge I think it should be.
