Don't know if others have found this, but while doing some off season engine work, I noticed the "filler plate" over the engine well was loose. At least one of the fasteners is not fastened into anything, just sitting in a hole. Gotta pull the plate off to see what else is wrong. Does anyone know if the "correct" situation is screws into glass, or are the backing plates, or some other fixture under each screw?

More info once I get into it.

Removed the filler panel, the squared off u shaped panel that covers part of the outboard splash well. Something like half of the approx 8 fasteners were holding nothing- the glass underneath was wallowed out. Hopefully shooting thickened epoxy and redrilling will be sufficient. Now, I just need a warm enough day to do the fix.

+1 for acetone.

Well! Upon inspection... mine is not secured either. Looks the screws stripped out? Can't tell (yet)

I was all ready to epoxy, but upon closer inspection I discovered another fix. The screws are pretty short. Only about 1/4" extending through the poly insert. This resulted in chipped gelcoat so no grip after a while. I found 1-1/4" screws got a better bite and seem to have saved the day.

Test by screwing the screw into the hole, without the insert. If it holds, then longer screws
should work for you too.
