My freshwater tank started to constantly be under a vacuum when I would open the fill port.  I thought it was the hull fitting so I would spray it with vinegar to clear any corrosion.  The screen was in place so I wasn't worried about a mud dobber.  I finally pulled out the side panel so I could see how the vent line was run and sure enough, it had a nice sag that had trapped enough water to prevent the pump from sucking it back into the tank.  I pulled out the stove (have a little step stool to place the stove on and you will have plenty of slack in the propane line) to expose the vent line hull fitting and took out the slack and secured the vent line with a nice inverted 'U' to prevent water from entering the tank from the fitting.  Problem solved.
