Radio licenses ?

Have just picked up an iCom VHF Marine Transceiver model IC-M36. It was heavily discounted, also had a mail-in rebate and was given a 'new boat owners discount as well at West Marine in Edmonds, WA. Very nice touch. 🙂

Capt. Mac during my day-on-the-water with him had indicated to me that having a hand held unit such as the IC-M36 was a good investment -- a nice feature is that it floats and is also waterproof obviously.

FYI -- I found out that the West Marine in Edmonds will be closing up shop soon 🙁 and moving to its soon to be opened super store in Seattle on West Lake.

My question, as I'm not totally familiar with marine radios, is about Radio licenses. In the IC-M36 Instruction Manual it describes/states (1) Ship Station License requirements and (2) Operator's License. In both cases it reads that one must have a current radio license before using the transceiver. It is unlawful to operate a ship station which is not licensed.

What does all this mean and/or imply that I must do before using this IC-M36 ? Anything ?

The R25 came with a built-in VHF radio but I don't recall Ranger Tugs saying I need a license!
 
The Telecommunications Act of 1996 permits recreational boaters to have and use a VHF marine radio, EPIRB, and marine radar without having an FCC ship station license.
Boaters traveling on international voyages, having an HF single sideband radiotelephone or marine satellite terminal, or required to carry a marine radio under any other regulation must still carry an FCC ship station license.

Is there a link to apply for one with the FCC. There is always a shortcut to everything. Thanks Mark
