Removing the back propane container on the swim deck?

I am planning on a future cleaning of the swim deck and propane area. It has four Robert that seem to be holding it down.

Does anyone know if the underlying nuts are embedded in the deck or Would I need someone with extremely long arms or swimming to hold a nut under the deck? I cannot reach or tell if it a nut under there or an inlayed thread?

I have a 2015 R-27 IB

PS: perhaps I am the nut for trying to clean behind and under the propane cabinet
 
Not at the boat but pretty sure there are nuts under the swimstep for all the hardware above. I’ve hit my head on the long bolts they use many times while working on the running gear while in the garage. Lots of long bolts running through fender washers with nuts. I personally would save this project for the next haul out.

My propane tanks developed some rust early on, and so I decided to take them out, clean them up, and also clean up the inside of the propane locker. I backed out the screws that hold the inside board with the cut-outs for the propane tanks, so that I could remove that piece and get to all the rust better. When I removed those screws, the entire propane locker was free from the swim step. A bit of a surprise.

So at least on my 2019 R31, the propane locker attaches to the swim step via long screws that run through the inside board that serves as a "bracket" of sorts for the propane tanks. No through bolts or nuts on the underside of the swim step.
