RIB 290 performance

I purchased a used RIB 290 with a 4 hp Yamaha. Cleaned the carberator, changed the oil and put fresh gas. The engine does not seem to be turning many Rpm’s but I am not used to a small 4stroke outboard.
I am not trying to be a speed demon, but I am only getting 5 mph. I was wondering if that is typical or if my main jet may be stopped up.??
Can anyone comment on the speed they may be getting out of this dingy and what motor they have?

We've got the Ranger Tug hard bottom dinghy with a 6HP 4 stroke Yamaha. I knew going in it would not be a fast ride and with one person, leaning as far forward as I can and still reach the throttle it does get up on plan, with 2 people it does not. Not sure how fast we are going but maybe you can use our experience to compare to what you are seeing.

I don't have a 4hp on a 290RIB. I have done some research on smaller 4 strokes to purchase for our 270 GALA RIB.There is a test report that is a few years old testing 5 hp 4 strokes. The 5 hp Yamaha on a 9.5' inflatable recorded a top speed of 6.45 kts.
