Sea strainer

I admit that I am fairly new at being a boat owner. My question is, I recently removed the dome on my Sea Strainer and cleaned out the screen. After putting all back together and seacock sea water flowing I cannot seem to get the water to completely fill the dome. What have I done wrong? This isn’t the first time I have cleaned the Strainer but can’t remember what I did the last time to fill the dome completely with water.

The dome may not have sealed completely allowing air to enter around the rim. Not sure what else could be the problem, but others may have suggestions.
 
After cleaning the strainer or after I launch the boat before starting the engine. I loosen the lid slightly and open the seacock to fill the strainer. When water starts leaking out around the rim I tighten the thumb nut and the air is now bleed out. It will most likely bleed off by just running the engine but I always bleed/prime the raw water system before starting after launching or cleaning the strainer.

A little air at the top of the dome is normal when you remove, clean screen, replace and open the seacock and finally tighten the dome.. It has no place to go. Eventually once you run the engine fast enough it will all work itself out, but the little bit remaining after serviciing the strainer will have almost no impact on the required cooling water flow.
