Can it be opened and cleaned while underway without flooding? EC21.
 
To open the strainer without flooding the boat one would need to turn off the through hull supply cooling water valve. To do so with the engine running would be an expensive error. With the engine off, then close the intake and open the strainer. Be sure you are able capable getting the cover back on and water tight.
 
You could install another strainer and parallel the two like you would a duel Racor filter arrangement. This would allow one to be secured, and still keep the engine running.
 
I frequently remove the strainer while tied to the dock to clean it out and without closing the through hull valve. Yes, some water runs in but nothing to get excited about in my opinion. I would most certainly not remove it with the engine running as your water pump will now have no water at all.

I carry a spare strainer in my parts box.....just in case it gets damaged in the removal/ reinstall process.

Opening the sea strainer to let water flow out dumps water directly on the starboard side engine mounts. You might want to take a look at the bottom plates against the hull. Although I do not do this as a rule, my engine mount plate, rear starboard, is badly corroded and I will be replacing it this winter. A thick line of 5200 against the hull below the strainer directing water away from the engine mount would might be an easy solution to this issue.
 
I've been watching mine on both sides. Have you determined how you are going to attack this process short of lifting the engine? I think the real issue is water overflowing the gutter. The gutter is too small as are the grains. Add a defective bilge pump and there is a disaster waiting to happen. Actually I know of it happening. Huge storm, blocked drains and a broken bilge pump sensor on both pumps. Granted, a little more PM by the owner could have prevented the outcome, but the inadequate gutter and drains did not help. I have removed the grills from my drains. Definitely better draining, but I do make sure there are no blockages in the lines.
