Set Screw Missing from Flange on Propeller Shaft

On the flange from the engine to the propeller shaft there are three Allen key set screws two have a stiff wire connected to them which I assume is to keep them from loosening and there is no set screw in the third spot. Did it come this way or did it back off? I checked the bilge and I could not find it. The flange looks like it is brass. This is on a D4 270 hp
 
The shaft is a tapered. There is a nut that is used to draw the coupling hub onto the taper of the shaft. Once the coupling is drawn properly on to the taper the set screws are installed. The set screws are tightened and seated onto flats on the nut to insure ˇthe nut can not back off. Once the set screws are seated then safety wire is used to make sure the set screws do not back out. Only two set screws are used. There are additional set screw threads "holes" so that an available flat can be used based on the nuts torqued position.
 
As usual Brian you are invaluable to us novices thank you so much. Personally I think FM should be paying you a retainer for all the helpful advice you give. Hope you and your wife have a GREAT boating season
