shutting down one cylinder

I brought this up before then dropped it But now that Im a EC 21 owner again Im back to thinking.
On many Pa state park lakes there is a 20 HP limit. My Volvo Penta is a 30. Is there some way to stop fuel supply or other method to lower horse Power? Just temporary of course. My other thought is to put a dummy brass shut off valve in line to simulate fuel shut off.
The HP limit is to keep speeds down. But my twenty horse bass boat motor can get me up to 24 mph. Tug at 30 HP maybe 10 MPH heh heh But convince a park ranger of that.

You do not want to shut the fuel off to one cylinder for very long as that fuel acts as a lubricant for some of those moving parts.

Good luck getting parks to go along with something like that as you could turn it back on and there would still be no documentation supporting your HP rating.
 
Actually on my first 21EC I did have a 4 horse kicker. It worked pretty well.
Maybe a phony HP rating sticker heh heh

I have the same issue on some Minnesota lakes in the Boundary Waters. Even with the kicker, how would one go about convincing the authorities that the main engine would not be used?
