skidplate on keel of 2008 r24

bolts holding the 4 ft long approx. 3 inch wide skidplate on the bottom of the keel broke at the head of the bolt.
Can I remove the plate by prying it away from the sealant so I can get at the broken bolts?

If your plan is to possibly have enough to grab to work out the bolts I doubt you will be successful so why go through that pain. I would try using a cobalt bit and easy out. Whatever you do, where the bolt is over a trailer cross member you will need enough room to work.
