Small holes in hull below cave Windows on exterior

While compounding our hull this afternoon I noticed two small holes in the hulls exterior. One has completely popped through the gelcoat and the second appears to be capping through the gelcoat. They are only pin size holes but I did not notice them last summer. I do not think anything is screwed into the hull from the inside, but I cannot be positive as it is only carpet (fuzz) on the walls. They seem to be uniform and centered under these windows. Are these some sort of weep hole? A defect in the gelcoat? I am not sure if the are completely through the hull as I did not have anything small enough to push back through. (Pictures are in my album, as I do not know how to put them in a post.)

They really look like screws to me
 
The odd thing is, there doesn't appear to anything mounted on the inside where these holes appeared. Unless there is some type of furring strip to hold up the carpet to the inside wall.

Perhaps a previous owner had something mounted and removed the screws .
Screws could be under the mouse fur.
Could be external puncture of some sort.
 
The holes are definitely "outward". You can tell because one of them hasn't broken open all the way yet and it is mounding outward. I don't see anything in the fur just below the cave window where anything was mounted. I was thinking perhaps there might be a furring strip or something during manufacturing between the fur and outside of hull. I will contact the factory and inquire about the process.
