Solar Panel Charging While Covered?

Have our boat stored in our driveway covered with a white tarp, the voltage display shows 14.2 volts. Can the solar panel work while being covered? Thanks in advance.
 
I currently have my boat covered for the winter with a white tarp (as I have for the past two years) and have found that I get a small amount of solar charge over the entire winter, provided that it is a clear, sunny day. Helps keep the batteries charged.
 
Last year with white shrink wrap definitely saw some charging through the wrap. This year we have a graphite colored Weathermax cover. Zero charging through this.
 
I definitely was getting solar charging on my R23 2019 with white shrink wrap ..last year also thru custom canvas covers.. so this year I sewed in clear plastic window in the canvas in area of solar panel ...13.2v during sunny days now ....all i do is pull all 24/7 fuses.. this will be 5th year on the hard with original batteries.
