Are you sure the selenoid is open?
I think the solenoid is stuck closed I am going to order a new one . I don't hear anything when I turn it on

Make sure your leak detector is functioning properly, that would electrically isolate the solenoid if it failed or actually worked and detected a propane leak

How would I check the leak deector?
 
On our previous r31 the where the propane solenoid is mounted in the swim step propane locker. First we found the heat shrink butt connectors were a dark color indicating corrosion. I replaced the connectors and all was good again for a year. Then stove wouldn’t work again. This time I had to replace the propane solenoid and problem solved.
 
How would I check the leak deector?
If you turn on the propane solenoid switch and get no voltage to the solenoid, then I would cut the leads to the leak detector and check for continuity through it. If none, then bypass it and check again for voltage at the solenoid. If you have voltage at the solenoid then the leak detector is bad. If the solenoid has voltage but it is not pulling in then the solenoid should be replaced. Sometimes just the solenoid itself can be replaced if the valve is still good.
