Hi Tugnuts.
New to ownership and have a 2020 R-23OB.
Installed a Victron SmartShunt and noticing a draw of about .4 amp with everything off. (Batteries all off)
I imagine the SmartShunt draws a little bit are there other items on the hot battery bus that is constantly monitoring things like bilge levels that used some energy? Is this amount of current normal?
 
Welcome to the parasitic loads rabbit hole.
 
Also, all of these items will have fuses so you can start by pulling them to verify which ones are creating the loads. Of course, don't forget to put the fuses back when done.

Nominal draw on the R27-OB is about 11-18 watts. CO detector, Propane leak detector, 2 bilge pumps auto-sensor, the N2k bus, and the battery monitor. Shut all that off (most are on the 24x7 fuse block) and you'll get to 0.
