Sump pump cycles too often - R31

Our sump pump sometimes cycles every few minutes.
I dug under the state room birth until I got to the sump pump and collecting box where the pump lives.
I took off the lid and this is what i found:

When the pump runs, there is a weep hole on the top that sprays out water.
When the sump pump stops, water slowly tracks back down the pump out hose. This is enough water to set the pump off again. This happens over and over. This can be very sleep disturbing.

Anyone else experience this?

I had a similar problem with my shower sump pump. Pocket Yachts came out and replaced the pump. (from MD to NJ, BTW)
 
Does anyone know if there is, or should there be, a check valve in the tube that pumps the sump pump water overboard? That way, water cannot travel back down the hose and into the sump.

Is that check valve suppose to be in the discharge hose or in the rule pump itself?
 
I am dealing with that now.

So, the weep hole is intentional????? I put a dab of Marine Goop over it. I thought the hose was wearing out.
 
Soooo, the check valve is inside the sump box. It just looks like a little piece of hose that connects the pump to the box on the inside. It was easy enough to remove. I compressed the plastic housing of the pump mount together with my fingers and worked the pump out of its mount. Once I did that, I was able to easily pull the pump out from the sump box, sliding the end of the stubby hose off. Then I could pull the stubby house out. The joker valve lives inside this hose. It was pretty slimy and I could blow through both sides, meaning it was not actually working like a one-way valve. After giving it a good washing, It was then operable again as a one way valve. The pump cycles far fewer times now. I do think it might need a better or new valve. I'm not 100 percent convinced that no water is seeping back. However, the issue is 90 percent better. Can't explain why there is a weep hole in the pump. Might be so that it doesn't build too much pressure and blow the hose off on the inside.
