I recently purchased a new-to-me C28 and the boat came with a sunshade. Based on the fact it was still in the original packaging, it appears the previous owner never used it. I tried to set it up to see how it worked and the port side pole would not go in to the rod holder. it is making contact with the railing. I tried both poles in case they had specific sides and neither would work. Has anyone experienced this and have a solution? I don't want to bend or force anything.

I have the sun shade on my R-29 and use it often on hot days. The two poles insert into the rod holders. They do seem loose when you set them in place but once you tie them to the sun shade and snug up the attached lines everything seems secure. On the R-29 there is a slot on roof overhang that they sun shade slides through to secure the other end of the sun shade to the boat.

Assuming they are the same angled stainless-steel poles my C30 has (two pieces clicked together), they only angle one way to work properly and they aren't universal. My boat was missing the poles and shade when I bought it and had to source them both from cutwater, so you may want to confirm you have the right poles etc...
