Swim Platform Cleats

Can you please tell me if the swim platform cleats are through-bolted or machine screwed into a metal backing plate? I have some rust creeping out from the underside of the cleat and am thinking of re-bedding them with caulk to get a better seal.

If through-bolted, it might be difficult to reach way back there to hold the nut, so I'd gladly welcome suggestions of how to do so.

They are through-bolted on the swim step. I recommend using ON/OFF cleaner for best results.
