Shake down day so as I am approaching a dock windy and lots of current bow facing the dock no thruster. The little light by the toggle switch comes on and I get a clicking sound but that's it. Is this a fuse issue?
 
Try the remote for thruster if your boat has one. In my boat there is a switch to turn thruster remote on. If remote or joy stick doesn't work, then check wires at thruster. I had a corroded wire at the thruster. Soaked wire terminal in vinegar and thruster worked again. I am assuming if you heard a click that your rotary master thruster switch is on.

Fuse was bad -when I replaced it, the new one was blown as soon as I used the joy stick.
 
Fuses blow because something causes the circuit to draw too much current. Either a short, to ground, or a true overload. If there is something blocking the impeller, it will often blow the fuse on overload. If there is something jammed in the gearing, same. If there's a short to ground, same. You have to trace down the wiring to see if its a fault or if it is really the thruster is jammed

It's located in the v-berth. Mine's broke (thruster works to starboard, but not to port).
The thruster circuit is a pretty simple. The joystick, the solenoid, wire and a fuse.

Well after replacing the solenoid and blowing another fuse we pulled the motor and found it to be seized, I ordered a new one for 450.
