Can the roof on a R25 or R27 support an adult walking up there? If so, how do people get up there?
 
Yes the roof can support an adult.... I've done it on the R-25 (Classic) models and the new R-27/Outboard model.

For the R-25 & R-27 classic models RT provides a clip on ladder device for the cabin outside wall to make it easy to get up onto the roof. However, my preferred method was to mount myself onto the roof while standing in front of the windshield on one side on the foredeck's raised section.

For the new R-27/Outboard model the side gunnels and the roof top is less but will be a tad difficult to heave ones self to the cabin roof, plus RT does not provide a slip on ladder device for that model. Again, I mount the roof top from the foredeck from one side of the windshield.
 
I rarely use the side ladder and don't even carry it anymore. I will usually go up from the bow. I can put one leg on the bow rail and then hand on roof beyond the brow and then hoist myself over the brow and onto the roof. Never apply pressure to the brow. Be careful, it can be slippery.
 
When I have one available I put a milk crate on the foredeck, makes for an easy transition onto the roof. Just be careful it doesn't slide out from under you.
