Ranger 25, Hull # 21, 2007. What is the purpose of the 1/2" hose connection between the hot and cold outlet on the heater.
I asked SEAWARD, manufacturers of the water heater, and they said they furnish Ranger with the water heaters without valves, hoses, etc., and Ranger must have a reason for the connecting pipe, but could not speculate what that would be.

I'm going to take a guess that it's a mixing line, because the water in the tank can be heated extremely hot by the diesel engine. It tempers the water to a safer temperature.

Without seeing it, if it has ball valves on either side, it is probably a water heater bypass - when you put the pink marine antifreeze in the lines to winterize, it isn't necessary to fill (waste) a 6 gallon water heater. Lots of folks with RVs use the bypass.

That was my first thought, too. I know they are sometimes fitted to home water systems. Usually there is a thermostatic valve in the blender. In a home system they are generally located near the point-of-delivery rather than at the tank. In a boat, with small distances involved, the tank might be a logical locaiton.

But then, JamesTXSD has a point, too. This would be best answered by the factory. If they did not install it, perhaps you could post a picture of the connection and someone would recognize it.
