Weaver bracket - purpose?

After having the boat for 2 years I thought it would be nice to know what this Weaver bracket is for -
a come along? Any ideas or suggestions? I’ve asked a few people but no one seems to know. TIA for responses…Deb

Its for the weaver winch. Used to raise and lower the dinghy.

I’m trying to figure out how you’d raise the dinghy without the winch. I sure couldn’t.
