On my 2019 R23, I dont see how to remove the arm. There is no screw driver or hex head visible in the small hole under the plastic cap that pivots out of the way.

I stopped by the local marine supply store and checked out a new Marinco arm. Looks like there should be a small allen set screw on the top of the mounting barrel (out of sight in the photos). Will follow up after revisiting the boat...

It's up there somewhere. Bring a small puller with you when you go! You'll need that too. They tend to be stuck on there!

Something like this from Lordco.

I think I used a bigger one, but it's been under the grinder a few times so it's not the usual 'puller' shape anymore!

All of the puller's I could find were too big for our wiper arms. I used a dremel with a cutting wheels and cut 2 slits in the wiper arm being careful not to get to close to the output shaft of the motor. I then used a flat head screw driver to pry the arm apart. The metal is very weak an the arm will just break apart. I've used this method to replace all 4 of my wiper arms without a problem.
