Anacortes to Roche: stay 1 night
Roche to Sidney: stay 2 nights
Sidney to Victoria: stay 2 nights
Victoria to Roche: stay 1 night
Roche to Anacortes.

Your suggestions 4 Victoria marinas for a 1st boat visit.
The Admiral prefers staying on dock rather than anchor.

The Greater Victoria Harbour Authority controls 3 or 4 marinas in Victoria. Call them with your dates and vessel information, and they will let you know what's available.
They put us right in front of the Empress Hotel which I think is the best possible location.
 
The docking at in front of the Empress Hotel is called the Inner Harbour. If you can get in there, it is a great place: you are right at the edge of the city - easy walking distance to most shopping, dining, over to Fisherman's Wharf, etc. There are buskers along the waterfront, which is great entertainment. It is truly an "international" feel for boaters going there from the US. Enjoy!

Beware of the Wharf Street Marina located right next to the HYACK Float Plane Terminal.

If you stay there, your boat will get a nice coating of soot from the exhaust of the planes.
