Our vhf radio does not power on. How can I get at the radio to check if it is receiving power from the fuse box? There is power to the box!

By including the model and year of your boat and what VHF radio is installed in it will likely get you the information you desire. Without it, it's impossible to help you.
 
I see from an earlier post you have a 2018 R23. I have a 2015 28 Cutwater so this may not apply but I'll give it a shot.
Mine is dashboard mounted so I can access the back of it behind the mirror in the head. If no access is available through this route and it's a Garmin radio you should be able to pull the small plastic covers off each of the 4 corners and find a mounting screw behind each. After removing the screws the radio should slide out. I can do this with mine but the wires attached to the back of it, (antenna, power supply/the NMEA 2000 backbone) are just barely long enough to clear the opening.
Maybe someone with a similar model can chime in on this with specific information.
