Our anchor light does not come on. I assume the bulb blew and need to replace it.
I've tried reading the codes on the plastic top but cannot find out the manufacturer, etc. Also the top doesn't seem to screw off. How does one get access to the inside and what bulb is needed?

Don't assume anything. Before buying a new bulb make sure you have power at the light. Yes, unscrew cover. Not sure if the cutwater fixture is the same as Ranger, but the lens should screw off of the housing and then the bulb and contacts are exposed. Turn on the anchor light power and using a voltmeter check to see if there is power. If there is none, keep going back to each connection until you find power. Chances are it is corrosion as one of the connectors or a loose connection at one of the plug terminals.
 
Perfect answer from knotflying. The only thing I would add is that if it is the bulb, now is a great time to replace with LED?
 
OK...Unscrew at the base of the lens. I was trying from the top. I am taking my multimeter to the boat anyway to find another electrical anomaly.

Let me clarify, on the Ranger, there are no screws for the lens. The entire lens turns and unscrews from the body and exposes the terminals and bulb. And yes, if there is no LED then replace the bulb with an LED. LED is brighter and uses considerably less amps.
 
The entire lens unscrews and the bulb is easily accessible. I also agree with everyone the LED bulb is the best way to go if you have not already done this.

Thanks to all. I did finally figure unscrew the lens and look at the bulb (face palm for not figuring that out in the first place).
The problem was indeed corrosion of the bulb contacts. Roughing the surface made all better.
Will get an LED replacement.
