I'm pretty sure the docking lights worked when I bought the boat, but I'm not 100% sure. They both are not working and having never used them, I doubt the are both blown. The light on the panel switch lights up and the circuit breaker has not popped. I guess the next step would be to pull a bulb and see if there is voltage there?
 
Doesn't seem that both would not be working but definitely a bulb check first. I recently had this happen with Navigation lights on another model and thought the same thing only to be surprised to find both bulbs burned out. Please follow up after you check the bulbs.

Yes both bulbs were NG. Water leaked in which must have caused it. I purchased replacement bulbs at Lowes that had a sealed bulb, plus I used dielectric grease around the base, and also greased the rubber seal just in case.
 
I was looking at replacing the bulbs in mine. Do they open from the front or the rear? I haven’t looked closely yet.

I was also considering changing to an led bulb
 
From the front, 4 Philips head screws. Not sure LED will be bright enough.
