Downrigger Prewired for R23

I can see in the cave fuse block there are two fuses marked for downriggers.

Can you tell me if wires have already been pre-run and coiled somewhere below the deck?

I don’t see anything that jumps out at me.

Yes, there are pre wires to do the down rigger plugs. You can find them in the port and Stbd cockpit hatches. Inside the wire bundles on both sides.
They are secured forward on the inside the hatches toward the cabin wall.

They are most likely behind the white boards inside the hatches. The wires will be labeled as well. You are looking for the hot wire that is red with white stripes and a same size yellow wire tapped to it. They are to the top of the white board. Both are 10 AWG wires.
