Fitting on bottom corner of transom

I just got a new Cutwater 28 and I am loving it, but there is a fiberglass fitting in the lower corners of the transom that is shaped sort of like a key hole with a round hole in the middle. The one n the port side is just below the plug for shore power. There is an identical one in the same location on the starboard side. What are these for?
 
We don't have a Cutwater so I have no first hand knowledge. With that said is the fitting you're talking about in the cockpit side of the transom ? Also is the fitting perpendicular or horizontal?

I believe these are for storing down rigger weights. I had to ask as well. Matt at Bellingham yachts told me. Now all I need is to learn how to fish. We bought a 28 last fall and are outfitting it for our first summer in the Northwest.

Glad to hear I am not alone in being confused! Yes, the cockpit side of transom, but with long side on gunnel and short side of rectangular shape on transom. They are just above deck and definitely seem to be made to hold something, but just not sure what. This boat is like a Swiss Army knife and everything seems to have a purpose, just can't figure out this one!

Bluemoon is correct. These are designed to hold a downrigger weighted ball. Not sure you use these on the East Coast so you may find something else that works for you. 🙂

After much investigation, it turns out the fitting is for small fenders that did not come with the boat and would seem to be too small to do much good, but which old be stored under the gunnels!
 
According to Kenny when I asked during my orientation; these are indeed for down rigger balls
