How close to working load for the windlass

The windlass specs on our R23 cite a 137 lb working load for the unit. How close to that working load is considered acceptable?

It looks like the 1/4 chain is about .75 lb per foot. If I went with 100' of chain and then the rest line would that be pushing things practically? It doesn't seem like it but I have no clue. Water displacement is negligible really so I havent factored that in to my thinking at all, but it would help not hurt.

Thoughts?

Only worry about the depth of the chain so let's say 50 feet from the windlass to the bottom and based on your estimate of .75 pounds per foot then you are lifting 37.5 pounds of chain from the bottom plus another 15 or 20 pounds, so the work is 57 or so pounds at 50 foot and probably less...Does this sound right? Remembering you never pull the boat with the windlass...you motor over the chain...I'm a novice so confirm my thoughts.
 
add the weight of the anchor to TexasEyes recommendation of depth of water X chain weight.
