Lazarette latch

The latch on the port side lazarette won’t unlatch. The d ring turns it but the prawl does not feel like it is clearing the deck. Any fixes other than drilling the thing out??
 
I've had this happen and have had luck by pushing down on the locker panel. This , for me, has released the tension to then let the securing arm loose enough to be able to turn the handle and open the locker panel. Once opened you'll need to readjust the set nuts that hold the locking arm in place. Good luck.

It sounds to me like the cam on the bottom side might have come loose. When you turn the d ring, the other part free spins? I think if you play with it long enough it will come free. Be sure to stand on the hatch you are trying to open in case it is tight against the underside.
 
I have also seen where the gasket on the underside forms a bond to the fiberglass. If you feel any play in between the hatch and the fiberglass, this is most likely not the issue.

Thanks guys! Victory! Turns out there were 2 issues. The gasket and fiberglass were bound up. It took a small prybar and a hammer tap to pop it loose. The second issue was the latch lever was binding on the latch through bolts. A quick adjustment fixed that.
