Props for Yamaha at altitude

I bought my 302-C at sea level and it has 19-T 15 1/4 props.
I moved the boat to Lake Pueblo, CO at 4900 feet.
Naturally the boat performs poorly and of course I have not pushed her so I don't ruin anything.
I have pushed it up one time to get a max rpm reading of 3700 at 16 mph.

If I can get a 17 pitch would that get me to where it needs to be?

Is the gear ratio on the lower unit going to keep me from getting it to perform at this altitude?

What would be my options?
 
With our C24, Yamaha F300 we went from the original 19 x 15 1/4" to a 4 blade 15 x 14 1/2" for Lake Powell, our primary location at 3,600 ft elevation. The 4 blade also give us good stern lift, quick to get on plane and good fuel economy.
