It can be removed, but it won’t be easy. The cleats are bolted down and help hold it in place, and the area is also sealed. You’ll need to work carefully to break the seal, but doing so can cause damage if not done properly. Removing the bracket is up to you, though I can’t recommend it. Should also point out if you remove it the holes left by the cleats will need to sealed.
