I just bought a 2013 C 28 I have standing water in the toilet it smells bad when you flush it the water keeps backing back into the toilet Is there a valve in there that is stuck letting the water back flush back in if there is how do I change it
 
You need to replace the marine heads duckbill valve. Flush a lot of fresh water thru the head before changing the valve. Flush the fresh water until all the water that is backing up is clean and odor free. Make sure your holding tank is empty before doing the fresh water flush. After you have clean water in the head bowl and are sure you have clean water in the hose going to the waste tank then remove the connection at the bottom of the head and replace the valve. Have plenty of towels available and a bucket. It is not a bad job as long as you have clean fresh water in the waste hose.

In the case on my R27 I was seeing similar issues to yours, including odor in the head after flushing. Turned out I had a clog in the vent line right at the tank fitting. It makes sense that flushing would build pressure in the tank, sending some back. Fixed that and now all is well. Depending on how easy access is to that vent line on your C28, this might be a quick and simple check before plowing into that toilet plumbing.
 
I’ll throw a third item to check. You mention the boat is new to you, do you know if the prior owner installed a black water tank charcoal filter? If so this could also cause an odor problem if sewage has made its way up the vent line by too full of a tank. At any rate these should be replaced or rebuilt every couple of years. In addition if the choker valve Brian mentioned has never been changed these also should be changed periodically, depending on how much the toilet is used.

How did you determine and fix, I have a R29, same issues.

In my case, I was thinking the fix would be to add a filter to the vent line, so I set out to do that. During the installation I discovered that the vent line was clogged at the tank fitting. Clearing that was easy, as filter installation involved cutting the vent line near the tank fitting and I was then able to just run a hooked wire down and clear the clog.

I don't think the filter has anything to do with the original problem or the fix. In fact, I notice that the filter does restrict airflow through the vent, so I'm not sure installing it was a good idea or not. Easy enough to remove if I want to.
